The building was constructed in preparation of the 2014 UN Small Island Developing States Conference meeting being held in Samoa. It was designated as the main hub for media personnel for all incoming and outgoing information during the conference.
The two storey building was divided into two separate spaces. The ground floor contained offices and audio-visual editing booths for the media personnel. The first floor held three conference facilities to cater for 400 people.
The building is located just out of the main Apia CBD in the Tuanaimato Sports complex.
