The Asian Development Bank (ADB) approved the Education Sector Project (ESP) for Samoa with a loan of SDR5.235 million ($7 million equivalent at appraisal) on 5 September 2000. The project’s goal was to increase the number of appropriately skilled people to meet the future labor requirements of an increasingly market-oriented and broad-based economy in Samoa. To achieve this, the project aimed at improving children’s access to high-quality and relevant education to be provided through efficiently managed and refurbished primary and secondary schools. The project was ADB’s first in Samoa's social sector. A sector loan modality was chosen because of Samoa’s perceived efficiency in coordinating and managing a large number of external assistance projects. As part of the ESP Project, the Government of Samoa negotiated a funding facility for an education sector improvement program for 11 secondary schools throughout Samoa between the two main islands of Savaii and Upoiu. The works included upgrading of classrooms, construction of new classrooms, administration blocks, libraries, food and textile laboratories, applied science buildings and toilets.
Scope included design and documentation, tender documentation and evaluation, and contract supervision for the following 6 schools:

- Leifiifi College (Upolu)
- Faleata Secondary School (Upolu)
- Palauli Secondary School (Savaii)
- Anoamaa Secondary School (Upolu)
- Mataaevave Secondary School (Savaii)
As well as construction supervision of works at the following schools;
- Aana Secondary School – Existing School, Upolu remote from Apia
- Lepa Lotofaga Secondary School – Complete New School, Upolu remote from Apia
